Die folgende Abhandlung soll sich den Anfängen der Garde und ihrer inneren Struktur unter Augustus als reines Herrschaftsinstrument der Machtkonsolidierung und ihrer gewandelten Funktion unter Nero bzw. bei dessen Sturz widmen. Hierfür ist die Prätorianerführung im Jahr 68 n. Chr. von zentraler Bedeutung, da sie aktiv den Untergang der julisch-claudischen Dynastie bewirkte und somit zu ihrem Totengräber avancierte. Dabei hatte sie sich von einer ursprünglichen Ordnungsmacht zu einer selbständigen Inthronisierungsformation transformiert.
Der Autor ist nicht bestrebt, eine umfassende Entwicklung der Prätorianergarde unter jedem Kaiser von Augustus bis Nero aufzuzeigen, sondern sich primär auf die Geschehnisse zu Beginn des Vierkaiserjahres zu konzentrieren, die eindeutig beweisen, dass die Prätorianer einen „Staat im Staate“ gebildet hatten, welcher dem Senat ,seine‘ Kaiserwahl diktierte und selbst über Macht und Ohnmacht ihrer vermeintlichen Dienstherren entschied.
